Apostille certification process for US documents in China: Materials, competent authorities and common reasons for return

Prepare step by step from the recipient’s requirements, document sources, pre-certification to return logistics to avoid using the old three-level certification process to process all documents.

The first step is not notarization but confirmation of receipt

Government certificates, court documents, powers of attorney and corporate documents are prepared differently. First confirm the file name, version, translation, number of copies and validity period with the Chinese receiving unit to avoid unnecessary notarization.

Select the competent authority by document source

State or local government documents are usually processed by the agency designated by the issuing state; federal agency documents usually follow the federal route of the U.S. Department of State; privately signed documents generally first form a certified notarized signature chain. Residence across state lines does not change the source of the original document.

Preliminary steps that may be required

• Obtain a government certified copy instead of a regular copy;
• Complete school official declaration and notarization;
• Complete county certification in the county where the notary is located;
• Confirm that the signature of the court clerk or federal official meets the requirements.

Five common reasons for returns

1. Sent to the wrong state or to the wrong federal/state channel;
2. Documents lack original signatures, seals or dates;
3. The application form uses incomplete country, payment or return information;
4. County certification or other prerequisite links are missing;
5. Apostille does not correspond to the actual submitted version.

The so-called "fast" must be based on complete documents and correct paths. Government processing time, returns and carrier delays are not controlled by private service agencies.
